What steps can be taken to get my transfer in government job

Dear Sir/Mam Am working in ICAR institute UP (under Agriculture department, central govt.) From last 5.6 years.my wife is working in Bihar as a govt.teacher.my father is suffering from higer tension and spondylitis. I applies transfer in couple case last 60 days back to my director and also send a reminder, which is forwarded by my Department HEAD but till know i can't get any reply. When i try to meet him he refuse to meet me. Administrative person says that their is lack of employees. We i tell me if there is lack in employees then why application are forwarded by the director and administration.what should i do.
