resignation from public sector bank not accepting

Hello counselors, I am working with a public sector bank from last 3 years but due to some unavoidable situation i decided to resign and put up my resignation papers one month ago. Sir till today i have neither recieved any acknowledgment nor anyone is answering my queries. I have send multiple mails to which i got no reply (i have got proof), then i started calling them multiple times to which they replied through mail that dont call us as you are hindering our work. After trying all this i decided to file RTI after which i got a call from PAD department stating you cant file RTI and we will ruin your career and other rubbish, Sir due to their this behaviour i am loosing my opportunity to join another organisation. Please advice what steps can i take.

You should leave the organization as per the date (last working day) mentioned in your resignation letter and should go ahead with the opportunity which you have with yourself. While doing so, you should keep the record of all the mail trails and other communications proof which you have tried to do with the HR team for your reliving. At the last day of working you should write a formal email stating that today is your last working day and you are happy to be relieved from the organization and feel proud to be with such an organization for so long etc etc. Keep the proof of this mail as well.
Once you are done with your last working day join the another organization and initially write a formal email for your reliving letter and after a fortnight send them a legal notice asking for the same.
If they still makes trouble for you then drag them before the competent court of jurisdiction.
