Regularisation of Outsourcing Employee

Sir I have been working in Odisha State Govt PSU as Electrical Junior Engineer since 11 years through Outsourcing and working much more than regular employed person with honesty and sincerety and I have been doing same work as they are doing I have prepared every documents and put my signature in every Govt Documents and other work same as per regular Employees but after several approaches the Dept harassing me to regular my job so is there any legal source to regularise my service.

Can outsourced employee become permanent?

I have been working as DEO in state government PSU since 2020 COVID time. Almost 3 years completed can I claim for the job regularisation. If govt terminate me before 6 years in my job then ?
