Kindly help me in writing a complaint letter to labour commissioner

I was working as a teacher in school since 2017,after two years of service suddenly in the mid of session ( in the month of August when no vacancy exists,i was called by my employer and told me that we will not continue you I asked them that they should inform me in the month of March 2019 so that I could arrange job elsewhere but they forced me to sign the termination letter )they had not also settled my dues ,salary for three months still not paid till today as mentioned in termination letter that amount will be transferred through ECS in bank account ,KINDLY help and guide me how can I get the salary and fine for delay for 7 months. PLEASE guide me and help me Sir,u can understand the mental molestation faced by me as being unemployed and managing the family without timely salary not paid till LOCKDOWN , Looking for favourable guidance and help from you
