FnF delayed more than 6 months, even after issuing PROVISIONAL letter

Worked in a software company for more than a 13 years, resigned, relived after serving two months of notice period properly. I have received Relieving letter, Experience letter, the PROVISIONAL FULL & FINAL SETTLEMENT letter, which includes the calculation of my last month salary + gratuity. Its been six months, and they have not paid yet. I have sent follow up mails but they have not replied to any of the mails. In person visits failed.
Please help me what best I should do?
Now you can file a case at labour court to recover you money with 18% interest and also get compensation for which it caused you mental agony and all other financial difficulties faced
We can also send a legal and ask them to pay the outstanding six months salary and gratuity
