DDO stopped salary payment can I take any action

My spouse is in state department class 3 employee. due to some unexpected urgency she was unable to attend office for 4 day in a month. due to this the DDO of her office stop her payment. we were expected on the basis of pay data only 4 days salary may deduct but concern officials stop her payment for further few day then deposited her salary by deducting 4 days salary. In this matter can i filed case against DDO since he stop her payment.
You can make an complain to the higher authorities of the department in which your wife is working stating that DDO stopped and delayed the payment of your wife’s salary.
