Clicking pictures of female employees in a central government office

I have seen our section supervisor is clicking pictures/taking videos of female employees in our office. But I don't have any proof. No CCTV is available in our section. What can be done regarding this?
Any or some female employees should lodge a complaint against the supervisor.
Such complaint may be submitted before the senior officer of your department. For lodging complaint proof is not a necessary thing but if of such complainant have witnessed such act then she can make the complainant. Thank you.
