In every case in which sentence of imprisonment for life shall have been passed, the appropriate Government may, without the consent of the offender, commute the punishment for imprisonment of either description for a term not exceeding fourteen years.

In cases where the court sentences imprisonment for life, the government can change the punishment to imprisonment for up to fourteen years without the offender's consent.

The government may, in every case where a sentence of life imprisonment has been given, commutate the punishment to incarceration of any description, for a period not exceeding 14 years, without consent from the offender.
