Is GST applicable for the flats booked before 1st July 2017

We have booked a flat before 1st July 2017, at the time when GST was not applicable, now builder is asking for extra GST amount to be paid, over and above the total flat cost booked before GST? is it legal?
As per your query;
1 . Yes , You can pay total GST on booked flat . You booked a flat in that duration GST is not applicable but when you paid full on such flat it is very important .
2. GST means Good & Services Of Tax ; The relation of you & builder is that a builder provide you services & goods .
3. You can pay GST on such booking flat .
