Yes, since the FIR has not yet been registered and the matter is still pending before the CAW Cell in Delhi, a transfer request can be made citing valid reasons. However, transferring a complaint from Delhi to Gurgaon before FIR registration is not common and may not be easily entertained unless strong grounds such as jurisdictional error, harassment, or convenience of parties are shown. You may consider filing a representation with higher police authorities or approaching the High Court for appropriate directions if needed.

A complaint under Section 498A IPC can be transferred before FIR registration by approaching the Superintendent of Police or Magistrate under Section 156(3) CrPC, citing reasons like bias, pressure, threats, or lack of jurisdiction to ensure a fair and impartial investigation.
