My sisters husband refused to accept her for 1st wife

My sister's husband gave talak(divorce) to his 1st marriage and he get married(20 days earlier from now) with my sister(after talak).Now his 1st wife returned to him and refused to accept my sister.He takes a bike as dowry and forces to give a chain. What step can we take?what will be the possible solution(resul)??If you kindly give me a proper advice i will be highly obliged to you.
If the husband has pronounced talak and has a proof and a valid document to show that he has given talk to his 1st wife then he can marry again. Now that she returned back she has no right of a legally wedded wife with the husband. Your sister and your brother in law are legally married then she cannot do anything except of claiming maintenance from her ex husband.
