Is divorce document on stamp paper made by panchayat valid to remarry

Hi, I am a divorcee NRI, and looking forward to remarry a divorcee girl. Her divorce happened in Bhusawal Bhor Panchayat leva patil samaj, she has a stamp paper document from them. i did some research and found that this is not considered as a legal document in the court of law. she need to have a court decree for us to go ahead. i want it to be legitimate as many things depend on this down the lane - her passport, visa and other stuff. Please let me know if a document from Bhor Panchayat is considered a legal document - which i believe is not. What options dose she have for going ahead?

No it is not a legal document untill and unless the court passes an order/decree for divorce till then the couple would remain married as per law. It is better that she gets divorced decree from the court you should not get married to her as it would not be a valid marriage
