how is background verification for issuing marriage certificate done?

If a person is divorced but does not mentions about it to the registrar at the time of second marriage registration.. what will happen? Can registrar find out the previous marriage and divorce.. how is background verification done for issuing a marriage certificate?

No such background checks is done by the Registrar of Marriage and he believes the form and documents submitted by the parties before him. Though if one is divorced and came to get another certificate then legally there is no problem in that and if the earlier marriage was also registered then the same can be checked in their Data surely.

if you don't mention it in your certificate, you run the risk of being proceeded against legally in the future. anyone who becomes aware that you were divorced and yet put in wrong info may report it and then you may be proceeded against legally

Registrar is not duty bound to verify the disposal of first marriage before issuing a marriage certificate for second marriage.
And if a person has not even mentioned that he is a divorcee then he must have shown him unmarried and hence no point arises for registrar to verify it. Registrar only act as per the details/documents furnished/submitted before him.
It is that person who is aggrieved by that marriage can verify the details.
