Filed complain in women cell inquiry went against me what to do

Married in november 2007. He was a NRI. After 5 months husband left the country and i used to stay with my in laws. But there was constant mental torture from my in laws. They kept pressuring me to get money. They used to hit me. I filed a complaint but the inquiry didn't come in favour. I have all the medical reports. But the police is not taking in any action. Husband since past 9 years he never came back to India. What action can i take now? How can i get the boy in India. The matter is in NRI court.
Dear Client, If the police is not taking any action against the culprits, you can move an application U/S 156(3) in the court of CJM, of your District, then the court will pass an order to registered an FIR. You have to serve the Summons to the boy via ministry of Justice and Law GOVT of India.
