Custody of minor children after the remarriage of widow

My cousin’s husband died 5 months ago she has 2 kids aged 2 years and 5 years she wanted to remarry but she also wants the kids to be with her but her in laws wants the kids to be with them.
1) Can she take the kids with her after remarriage?
2) Can her in laws claim the custody of kids after she gets married
In case the in laws want to claim custody, they will have to file a petition under the GAWA and obtain an order from court. Otherwise, mother is the natural guardian of the children in this case and the children cannot be taken away from her without a court order.
