You can apply for court marriage under the Special Marriage Act in the place where either the bride or groom has resided for at least 30 days, so it is not mandatory that both belong to the same state. The procedure involves giving a 30-day notice to the Marriage Registrar of that district, after which objections (if any) are heard, and marriage is solemnized and registered before the Marriage Officer. There is no requirement to marry in Arya Samaj Mandir before court registration; you may directly apply for court marriage without performing any temple marriage first.

Any Indian of one gender can marry another Indian of opposite gender and the place of marriage is where the saptapadi rituals are performed by both of them. So reality test would seek the fact of saptapadi place and would require photographs of bride and groom with saptapadi rituals. The procedure is very simple, you get to carry photographs of marriage saptapadi rituals and individual passport size front facing colour photos, invitation card and one adult witnesses from each side (2). Forms for registration are readily available in public domain. there's no additional requirement/precondition to register arya samaj mandir. with the above-mentioned proofs, one may apply directly for registration of marriage. for more details, feel free to connect.
