If ₹3,999 was mistakenly transferred to the wrong person through UPI, immediately raise a complaint with your bank/UPI service provider and provide the transaction ID, date and payment details. Ask the bank to initiate a chargeback/reversal request and contact the beneficiary bank. If the recipient has been identified and refuses to return the amount despite receiving a clear request, you can consider sending a legal notice demanding repayment. Depending on the facts and evidence, further civil or criminal remedies may be considered. Preserve the UPI transaction screenshot, bank statement, messages and proof of your request for refund.
