Water connection stopped by society

I am a owner of a flat of 144 flat apartment. They have a association or not registered society. I have not use the flat for one year as we don't stay. 3 months ago we got the electricity connection and we have given this flat to rent. Now society has asked for one year maintenance due. But from the day we have given rent we are giving maintenance regularly. Now there are students in our flat and they have disconnected the water line without any notice.
