Your elder brother can be prosecuted for bribery under the Prevention of Corruption Act, and the Sub-Inspector can be charged under Section 218 IPC / Section 256 BNS for framing incorrect records with intent to save a person from legal punishment, which is a criminal offense . The actual younger brother who committed the accident cannot escape liability and will be tried separately, as substituting an innocent person for the real accused is a fraud on the court . You should file a complaint with the Andhra Pradesh High Court under Section 482 BNSS (formerly Section 482 CrPC) seeking a court-monitored investigation or transfer of the case to an independent agency like the CBI, along with a private complaint before the Magistrate under Section 223 BNSS for false evidence and Section 211 IPC / Section 248 BNS for false charge of an offense with intent to injure . You must immediately gather all evidence including proof of bribe payment, hospital records showing who actually died, witness statements, and the fabricated FIR, then approach the High Court for quashing of the false FIR and direction for proper investigation.
