Police cannot refuse to register your complaint merely because you do not have the purchase bill of the mobile phone. For lodging an FIR, the primary requirement is information about commission of a cognizable offence (such as theft, cheating, loss, etc.), not production of ownership bill at the initial stage. However, absence of a bill may create difficulty in proving ownership during investigation or recovery. You can provide alternative proof such as IMEI number, original box, warranty card, bank transaction statement, UPI payment proof, or any witness who saw the purchase. If police refuse to register FIR, you may submit a written complaint to the Superintendent of Police under Section 154(3) CrPC (corresponding provision under BNSS). You can also approach the Magistrate for appropriate directions.
