Procedure of sending legal notice?

I am from a middle class family and on the complaint of the students of Guru Nanak Dev University, I have filed a case against the departmental and university administration for corruption and irregularities and have been fighting an official written battle against as per legal rules since March 2025. Now I have to send a legal notice to members of the departmental administration and I do not want to go to the lawyer right now. So can I send legal notice myself as per legal provisions.
