Non payment of security deposit

I was staying on rental in gurgaon without agreement, now the owner is not returning the security deposit what actions i can take in this case

tell them to return the amount or you will file the complaint in police that they manipulate and do fraud with students. take a friend with you and do the same..it's common for landlord s not to return but following the tactic you can have your money back.
