I dont have MLC but normal doctor certificate,can i file a complain

I got attacked one year back by some unknown person which dislocated my shoulder , i went to doctor and still has his paper but i have no idea about mlc ,neither i filed any police complain but now somehow i managed to find the attacker now Can i file complain now ? explain a bit what should i do now

Sure, you may file a criminal complaint in police station concerned, you may also approach to the court with your complaint regarding the attack upon you. You need to write in detail of all the incidents with all the evidences and medical documents annexed with the complaint. So that the police may start taking action against the person so responsible.
