You can apply directly to NHRC Delhi by giving a written request mentioning your case number and transfer details to obtain certified copies of documents/pen drive. NHRC is duty-bound to provide case records. If you cannot afford a lawyer, approach Delhi State Legal Services Authority (DSLSA) for free legal aid. They will assign you a lawyer to assist without cost. Keep copies of all applications and acknowledgments for record.

You are not required to necessarily engage a private lawyer if you cannot afford one. Since your case has been transferred to Delhi NHRC, you may approach the Public Information Officer (PIO) of NHRC under the Right to Information (RTI) Act, 2005 and formally request certified copies or retrieval of your documents (pen drive, files, papers, etc.). You can also write a direct representation/letter to the Registrar (Law), NHRC, New Delhi mentioning the case number, transfer details, and list of documents you seek. NHRC is bound to maintain transparency and provide you with your own material. If you are financially weak, you can also approach the Delhi State Legal Services Authority (DSLSA) or District Legal Services Authority for free legal aid. They will assign you a lawyer without charge to assist in making representations or appearing before NHRC if required.

Since the case has been transferred to Delhi NHRC, you do not necessarily need to hire a lawyer only for retrieving documents. You can directly approach the NHRC filing counter or registry in Delhi with your case details, diary number/reference number, and valid ID proof. Submit a written application requesting certified copies or return of your pen drive/documents. Mention that the matter has been transferred from UP NHRC and attach any communication/letter showing this transfer. NHRC generally allows parties to collect documents themselves, or through an authorized representative, if you give a signed authorization letter. If you cannot afford a lawyer, you may do it personally or authorize a trusted person in Delhi. This way you can avoid legal costs.

Since your case has been transferred to Delhi NHRC, you do not necessarily need to hire a private lawyer if you cannot afford one. You can personally visit the NHRC office in Delhi with your case number and a written application requesting the return of your documents (pen drive, files, etc.). The NHRC has a Facilitation Centre where you can submit this application, and they will guide you. If you face difficulty, you may also approach the Delhi State Legal Services Authority (DLSA) for free legal aid—they can assign you a lawyer to assist with retrieving your documents at no cost.

You do not need to engage a lawyer solely to retrieve documents from NHRC. You can personally write to both the UP NHRC and the Delhi NHRC offices, referencing your case number and clearly requesting the specific documents (pen drive, hard copy files, etc.) be transferred or made available for your inspection. Enclose copies of your case transfer order, ID proof, and any correspondence received. If you cannot travel, request in writing for scanned copies or certified true copies to be emailed or mailed to your address. If you still face hurdles, file an online RTI (Right to Information) application seeking status and copies of relevant documents. NHRC and most authorities provide access to parties directly without mandatory legal representation, especially in transferred cases. For further steps, keep all communications documented and file formal complaints if documents are obstructed or delayed. If you require further guidance or a draft application, you may contact us for consultation.
