Charged for carry bag having logo of brand

As per the consumer protection act 1986 corresponding to amendment 2019 law a shop can't charge for carry bags having logo of that brand on it rightnThen how they are still charging customers after court statement that it's illegal.I searched about it and got to know that in past years they are fined for this activity but they are still doing fraud.Court fined them with 10k,50k etc for this but this a fraction of what they are getting from doing this fraud that's why they don't mind giving this small amount of money as a compensation to costumers as compared to what they are making from doing fraud.I want to sue them

we can definitely sue them for this practice especially malls and international brands. this practice discourages people from using alternate options like cloth bags etc because they are expensive in these malls.
