Can police submit the medical certificate and chargesheet separately?

A case has been filed by my neighbour against my father u/s 323,341,114. In that case police have filed the chargesheet but no medical certificate /injury certificate have been produced. My question is - is it possible that police submit the medical certificate separately and not with the chargesheet?
How it has come to your knowledge that medical certificate has not been submitted , without being the medical certificate police could not note down the FIR and start prosecution or deal with the chargesheet. In this regard you may seek certified copy of the entire case record and then check it out whether the same is there or not.
