Can police arrest a person on grounds of suspicion

Can police arrest someone with a warrant suspecting him to be the accused ? For example, in one LIC Dispute, someone did forgery in signing agreements, and the person who did forgery coincides with another person, can the police arrest him on grounds of suspicion, then direct him to get a bail after one week ? Isn't this some sort of harrassment by the cops ?
