Can NCR be converted into FIR for sexual harassment

hello sir! a ncr was filed by a lady in the local police station regarding sexual harrasment against X inorder to blackmail him to marry her! later she moved to DCP and did the same!! but no FIR was lodged its been a month now can she file an FIR or can she approach the magistrate to file an FIR??
1. Only after seeing the evidences that you attached with complaint, i would able to provide my opinion on whether police can file FIR or not.
2. If you have sufficient grounds then you may approach court through lawyer with petition u/s 200 CrPC to take cognizance by the judge and issue order to police to file FIR.

Hi....yes NCR can be converted as fir. But to register fir one should give correct details about the incident and correct fact . And before registering the for it is the duty of the police to enquire opportunity party about the incident and then only police have register fir.
