can i file a Police Complaint?

Client threatening to make a police complain,and asking money,I completed his work,and gave it to him last year,he not even payed the balance amount. he made a part payment via cheque on my name
pl. clarify as to why your client is threatening you to file a police complaint? further, you can file a complaint for cheating against him and also a recovery suit against him in civil court for balance payment.
