Got patent process but some else for the benefit from that

i have an innovation under patent process since last 3 years , but yesterday got the news that someone has made the same project(definitely copied from me) and got a cash prize of 13 lacs. As it is my idea and my project is ready since last 3 years and under patent process, how can someone get benefit from that? Please help, I am feeling very painful.
If the other person has not filed for patent then you can proceed with the patent application, if the other person objects on your application then the patent will be granted according to the usage of the product. Both the parties will have to prove that they created their product before. When patent has been granted to you then you can claim for compensation from the other party for wrongfully getting benefited from your patented product.
