There are lots of circle in this question. By circle, I mean to say there are thousands aspects of this question and the answer will vary accordingly.
If the quote is extremely old enough then you do not need any copyright permission.
If the quote is used for the scholar purpose, or for teaching purpose then you do not need any copyright permission.
If your purpose is non-profitable meaning thereby that you do not intend to earn any money out of the use of quotes at any stage then you do not need any copyright permission.
But then, if you are using it for profit purpose be it of cash or kind or the person to whom the quotes belong is still alive on this Earth then yes you do require to take copyright permission for using those quotes.
Further details can be explained only if I have the access to full details of your subject.

Copyright law does not mandate permissions for publishing famous quotes. However, kindly publish quotes correctly (avoiding misuse or misrepresentation) and typographical errors. Please also state the name of personality too. Caution: There are numerous 'top quotes' books in market. It is advisable not to copy the arrangement, structure, representation, etc. From these books. Your collection of quotes should be independent and show a sense of 'originality'. This is a preliminary view. Please seek consultation for a detailed opinion depending on precise nature of the work.

So long as you are crediting the person whose quotes or sayings you are using in art book, there would be no copyright violation. Yes you need copyright permission. Permissions is all about seeking permission to quote or excerpt other people’s copyrighted work within your own. This means contacting the copyright owner of the work (or their publisher or agent), and requesting permission to use the work.
