Can a product be downsized from its original packaging and sold?

Can a product purchased, say of 100 mg, can be divided into 10 packets of 10mg and sold? Can the original manufacturer question it legally?
how you know your product will be divided in to 10 packets of 10 mg if you proved, no doubt you may be gave complaint against them under section 420 I P C. when you are collect evidence it is your right, where there is right, definitely your legally u may file case filed against and you can succeed also
