Hi, a notray or an advocate may or may not be a gazetted officer. There are different categories of Gazetted Officers. In Class I category you would find IAS, IES, IFS, SDPO, DIB, CP, DGP, JCP, IGP, ADLCP, DIG, DCP, SSP, DCP, SP, ASP, ACP, DSP,Colonel etc, all Class-I officers of Central government departments, State-owned Offices, and ministries etc. In Class II category you woild find SDO, BDO, Tehsildaar, etc.
You can get your surety signed by any two of them for your scholarship.

Please be informed that neither an independent lawyer(not working under government or being a judge) nor a notary is a gazetted officer. The job of witness is to identify the signature of surety who has signed the bond when witness is called upon to do so.
