What are the procedures if we want to change our surname in Aadhaar Card and College, but our surname in the 10th certificate is different?

You need to contact a lawyer and show the differences of names. You need to have a supporting document on the basis of which you desire your name change. If you don't have that you will need to follow the Gazette publication etc.
