Courts have held that when a candidate possesses a valid certificate on the cut-off date, minor uploading/technical mistake cannot be a ground to deny candidature. This comes under “clerical error” and “substantial compliance” doctrine. My advice: Immediately file representation to HPSC with your valid certificate. If they do not consider it, move High Court urgently, as interviews will not wait.

Aapke paas valid State EWS certificate hai to turant HPSC ko written representation dena chahiye jisme galti explain karke sahi certificate attach karein. Agar HPSC consider na kare to aap High Court mein writ petition file kar sakte hain. Court generally bonafide mistakes ke cases mein relief deta hai jab certificate valid ho.

Since you possess a valid State EWS certificate but mistakenly uploaded the Central EWS, you may make a representation to HPSC with supporting documents. If rejected, you can approach the High Court under writ jurisdiction citing genuine mistake and availability of valid certificate of the same date. Courts have allowed relief in such cases.
