School not issuing TC and report card for my kids. We live in Chittoor

Due to the long daily travel distance (nearly 40 km each way from Chittoor to Vellore), my children have been experiencing health issues, irregular attendance, and academic challenges. Considering their well-being, we decided to enroll them in a nearby school.
My kids attended school till sept 2005 and fees from April to Sept has been paid. 50% of total school fees excluding Admission fee: ₹40,000 has been paid and school is demanding more not providing TC and report card of my kids.
Good evening, initially we can issue a legal notice immediately. Based on the reply notice what they are stating, will take further. If they are not providing TC and report card, then we will complain before the district education officer. Even hook that, if there is no proper response. Final option is to file a suit under right to education act, or under CPC for release of the Report card and TC. Moreover, we can also if necessary, can file police complaint for extortion. But as this involves education of child, let’s not go into that. Legal notice - complain before district education officer- suit before competent court. For further clarifications kindly contact me.
