Yes earlier replies received from 2 public authorities can be used to ask further questions giving reference to earlier replies however the matter should be linked to each other For different matters itposibikity of no response is high

you can formulate the question on the basis of reply received by the other authorities no need to quote earlier reply in a fresh RTI, you you find any discrepancies then inthag case you can file an appeal before the appellate authority.
