Reservation rules not follow by AIIMS

In AIIMS CRE recruitment total seat 33 for group code 31,for sc category only they reserved 1 seat,and my rank in sc category 5,i want to know why they not reserved 15% sc seat from allover seat

Reservation percentages are not always applied to every group code individually, especially when the number of vacancies in that group is low. According to DoPT guidelines, reservation is applied cadre-wise or post-wise across the entire recruitment, not necessarily to every sub-group or individual code. In some recruitments, AIIMS and similar institutions allocate reservations group-wise or overall across the entire recruitment batch, not within every individual code. If the number of seats in a group is less than 5, reservation may not apply, or 1 seat may be marked for SC/ST to meet broader representation norms.
