Renovation waste dumped in side walk

Hello sir/madam,
Hope you are doing fine. This is Rakshith, near my house the neighbors have renovated there house and dumped the waste in the side walk beside there house which is a corner house and that side with waste happens to be right in front of our house they have done it because they had problem as we are parking our vehicles at there one side of the house and they think we can't do it is it really true and can we complain in the municipal to force them to remove the waste
