Regarding Uninformed Restrictions in College in Delhi

Is it legal to restrict certain areas in a residential college without informing the students

Yes of course. You have the right to movement in the constitution but that is not absolute reasonable restriction can be imposed. The college can definately impose certain restrictions which is very subjective and may be questionable from case to case. Like the college can restrict entry of boys to girls hostel.
