Regarding discontinue of MD/MS course after a year

I join MD in 2022 and after a year due to medical issues I just discontinued the course but I haven't given them any proper resignation letter because of penalty but my TC and mark sheets is held in the college ,when enquired about that they told us to return the 12th and 10th marksheet and they ll later decide about penalty fees or to pay remaining fees.I have already paid them twice the amount of my original fees they took 15lakh for 3 lakh fees.i cant pay further can anyone give suggestion.

Dear Client, 1. You can file a complaint before the District Education Officer / University / Medical Council against the college for illegal retention of certificates. As per law, institutions cannot withhold original documents after admission. 2. You may also approach the High Court under writ petition or consumer forum for release of your certificates. 3.
