Refund and document delay by study abroad consultancy

26-Aug-2025 (In Civil Law)
I paid ₹10,000 as a sit booking to a Delhi-based consultancy for study abroad. First applied to Georgia, then Russia, but later canceled. They verbally assured refund but now refuse, saying non-refundable, though not given in writing. They also withheld my passport and certificates for 2 months before agreeing to return. Can I file a consumer complaint for refund and harassment due to deficiency in service?

Yes, you can file a consumer complaint under the Consumer Protection Act, 2019, for both: Refund of ₹10,000 due to deficiency in service and unfair trade practice, and Mental harassment caused by withholding of your passport and certificates for 2 months
