Procedure for obtaining RTI response on ST and OBC reservations.

I have researched that Zoroastrian are not eligible for OBC and ST reservations, but as Ministry of Minority Affairs report, it shows eitherwise, (https://www.minorityaffairs.gov.in/WriteReadData/RTF1984/7830578798.pdf) Pg 28 of pdf, I want to obtain ST reservation for my mba preparation, and if not possible, then file an RTI on the basis of claims in this report.
