Permission to build first floor on existing house

Hi Sir,
My father wanted to construct one floor on top of the ground floor. When he went to municipal office to get the planning permission the Officials is asking for 70000 Rupees to grant the permission for same.
I have two question:
1. Is the permission fee to construct just one floor is 70000/-??. for your reference the dimension of my house is 30 X 20 feets.
2. Who should be the right person to contact for reporting such issues?

Municipal corp. Definitely charge some prescribed fees for giving approval to your construction plan, but definitely it should not be 70,000.
Secondly ask them what is prescribed fees for the same & uh can make complain to Anti corruption bureau
