OSR charges for my Plot in building approval in Chennai metropolitan.

I have a plot of 2400 Sq ft. The layout was formed in 1965. Some of plots in the layout sold during 1968 to 1974. Whereas My plot registered first only on 1992. I have applied for Building approval, they are charging OSR for my plot. Is it correct based on Tamilnadu government G.O.Ms.No.78 dated 04.05.2017, G.O.Ms.No.172 dated 13.10.2017 & G.O.Ms.No.55 dated 02.05.2018. As per rule 8 G.O.Ms.No.172 dated 13.10.2017, the unapproved layout or sub-divisions formed,-
(i) prior to 05.08.1975 in Chennai Metropolitan Area shall be deemed to have been approved.
Please clarify OSR charges applicable for my plot or not.
In the case of Chennai Metropolitan Area (CMA), layouts registered before the rollout of the master plan in 1975 have been exempted from the need for regularisation. In municipalities, plots registered before the first regularisation scheme of 1980 have been exempted but your plot Registered on 1992 hence
