Can OBC central Caste certificate be made without pariwar register in Uttar Pradesh. And the person moved to another state.

you have to work with pariwa register and the person went to a different state this is well you sc st officer and approach so he can determine other wise caste certificate will not be made and the obc central without pariwar certificate
