Neighbour isn't building a wall according to contract

So my father signed a contract on court papar that we purchased 1.5 foot land from our neighbour in exchange of money. In return our neighbour will build a wall after 3 foot(1.5 ft our and 1.5 foot neighbour).. They made a mistake by not mentioning the time.. 14 years have passed and they still haven't built the wall. they keep saying they will make it in future. is there anything I can do?
hello, ur father and ur neighbour signed a mutual side space agreement, in such situations u can file a case U/s 163 of BNSS, for which ur land deed and other land related papers are necessary, and tell me that where is the property is situated?
