My neighbor is trying to sell his D Form Patta Land. I want to sue him

My neighbor got a agriculture land from TN Govt with D Form. Now that land validity have also been expired and he's still using the land for agriculture. Now at latest he is trying to sell the D Form Patta land. Can I sue him?

Dear client Greetings to you D-form patta is a conditional patta. He  can easily enjoy this property but can't sell. But he can construct a house there. You can feel a suit against him. Any further legal help feel free to contact me.
