Write a letter to the authorities of the college to return the phone. Involve your parents if you are comfortable with it. If informal methods do not work, try sending a lawyers notice. As a last resort you can file a complaint with the local police for wrongful retention of property. But keep in mind once you ask back for the phone, your act of taking a mobile phone in exam hall will stand proved. You may be charged with using unfair means during examination.
