Lottery tickets purchase online from Delhi

Sir wanted to ask if it is legal if one could purchase lottery tickets from other state into Delhi.Lottery will be from state where lottery is legal.Purchase will be done online and tickets will be couriered by the agent.
it is a grey area. there is still no law on this. this is done widely and no action as such is taken because though the gambling act prohibits gambling throughout India apart from 4 states, the states where it is legal, people buy tickets of lotteries from states where it is legal. in 2018, the law commission has asked for suggestions to legalise gambling and betting, but there is still no concrete action taken on it.
